DRAFT MINUTES OF THE MEETING OF SUTTON VENY PARISH COUNCIL held on Thursday 6th June 2019

2933. Acceptance of apologies for absence

2935. To receive declarations of interest in accordance with the Localism Act 2011
2936. To confirm and sign minutes of the last meeting
Minutes of the meeting held on 2nd May 2019 were circulated prior to this meeting were accepted as a true record and signed by the Chairman.

2937. Approval of Annual Governance Statement
The Annual Governance Statement was read out by the Chairman and agreed by all Councillors present, the document was signed by the Chairman and the Clerk.
2938. Consideration and approval of Accounting Statements 2018/19
The accounts for the financial year ending 31st March 2019 have been internally audited with no matters arising. The resulting accounting statements were approved by the Councillors, signed by the Chairman and Clerk and will now be displayed on the village website and on the noticeboard.
The Certificate of Exemption was signed by the Chairman and Clerk and will be forwarded to PKF Littlejohn LLP, the appointed auditors.
Cllr Phillips arrived at meeting.
2939. Report from tidy up morning held 11th May
There were 12 volunteers present at the tidy up morning; including two Councillors and the Clerk. Sadly, the perception was that there was more litter than in previous years, especially on the Alexander Memorial field.
2940. Consider purchase of new bench for the Village Green
The Clerk provided costings for wooden benches, examples of metal benches and picnic tables were requested by the Councillors. Carried forward to July meeting.
2941. Consider examples of village maps
Cllr Phillips will approach a contact of hers to see if there might be interest in producing the map. Carried forward to July meeting.
2942. Sign letter of authority to HSBC to change correspondence address
Due to the Clerk’s recent house move, a letter advising the Bank of the new correspondence address was signed by Cllrs Morris and Walker.
2943. Chairman’s Announcements
The large stones blocking the right of way on the edge of Sheppards Forge and Deverill Road appear to have been rearranged, making it easier to use it.
The issue of what appears to be a residential building in Five Ash Lane woods has been raised again. The Clerk will contact the Planning Enforcement Officer at Wiltshire Council again.

2946. Clerk’s Report
The Clerk has been in touch with Dawn Elliott at Sutton Veny School, requesting that the traffic cones used at school drop off and collection time by cleared away at the end of the day. Mrs Elliott confirmed that this will be done.
2947. Matters raised by Councillors - for discussion only
Cllr Wilson suggested that the Parish Council raise the issue of road safety on the A36 at the Chittern junction in Knook to see if anything can be done.
Cllr Phillips asked if decorative flower boxes could be placed at the Sutton Veny entrance sign on Deverill Road.
Cllr Morris reported that overgrown plants along Chapel Drain have been cleared.
