Minutes of the meeting held on 1st December 2016 were circulated prior to this meeting and were accepted as a true record.

2610. Parish Council Elections – May 2017
Correspondence regarding the Parish Council elections, due to take place on 4th May 2017 has been received from WALC. The Clerk gave the Councillors a brief outline of the procedure and further information will be passed on as it becomes available, at which point it will also be advertised for any prospective new candidates.
2611. Village Hall Trustees – request for access to noticeboard
The Parish Council has been approached by the Trustees of the Village Hall, requesting access to the Parish Council area of the noticeboard in order to advertise fundraising events. It was agreed, when space allows. The Clerk will organise a key.

2613. Chairman’s Report
Poultry Farm – An update on the current situation has been passed on by Cllr Owen, stating that it is likely that the application will come before the Wiltshire Council planning committee in March. Several complaints have been received regarding the anti-Poultry Unit signs around the village that have now been up for some time, are starting to look tatty and may well have lost their impact. It will be suggested to residents that they are taken down in the newsletter report.
Flower Show – The topic for the Parish Council photography prize this year will be ‘Gold’ in recognition of it being the 50th anniversary of the Flower Show.

2616. Clerk’s report and correspondence received
Further complaints have been received regarding the worsening problem with parking in the area of the junction of Norton Road and High Street. The Councillors felt that the safety of all road users, but particularly pedestrians walking to the bus shelter was at risk due to the level of parking here. This issue will be referred to the Area Board, with a recommendation for double yellow lines.
The obstructions on the verge in front of Horseshoe Cottage, Sheppards Forge are still in place, despite the Parish Council’s request for them to be removed to allow pedestrians to use this area that was adopted as public highway. This matter has now been referred to the Highways Area Engineer.
An email has been received from a resident of Glebe Farm Cottages, regarding the verges in this area of the village. The task of clearing the debris will be referred to the Parish Steward, who will then refer it on if he is not able to complete it.
2617. Matters raised for discussion only
Cllr Gaydon asked for clarification regarding the terms of the donation to the SVPCC towards the cost of a picnic bench for the Alexander Field.
Cllr Guerri-Fear raised the issue with frequent fly-tipping by the A36 flyover along the Norton Bavant Road. Also, the legalities of wooden posts sited along resident’s verges to protect grass.

The Clerk will write the report for the village hall newsletter.
