Minutes of the meeting held on 3rd December 2015 were circulated prior to this meeting and were accepted as a true record.

2462. Theme for Flower Show photography competition
The subject ‘Wiltshire wildlife’ was chosen.
2463. Speeding & handover of Speed Indictor Devices (S.I.D.S.) from Wiltshire Council
Wiltshire Council is arranging the handover of its S.I.D.S. to town and parish councils in the county. The devices can be temporarily sited in approved locations around the village for short periods and would be shared with other local villages. The Councillors present voted unanimously in favour of taking part in the scheme, subject to further information on the costs involved.
A letter has been received from a resident of the village calling for a campaign to reduce speeding; the Councillors felt that the S.I.D.S. would be the most effective way to raise speed awareness currently available to the village.
2464. Defibrillator – Advertising with fridge magnets & exterior light on Village Hall
The Councillors voted against providing reminder magnetic cards for each household, due to the estimated cost of £185.00 + VAT. The Clerk will contact the editor of the newsletter and ask that regular reminders (of the design of the notices around the village) are included.
The Trustees of the Village Hall have agreed the installation of a dusk to dawn outside light above the front door of the hall. The cost (to be charged to the Parish Council) will be £80 - £100, all in favour.

2465. Signing the Clerk’s contract of employment
Cllr King has prepared a contract for the Clerk. This will be signed at the next meeting.
2466. Chairman’s report
SVPCC have advised that May 2016 sees the 150th anniversary of the laying of the church foundation stone and celebrations will be organised to include village organisations.
Cllr King mentioned that the meeting reports for the newsletter should be accurate and professional.

2469. Clerk’s report and correspondence received
Following donations made in December, thank you letters have been received from trustees of the Village Hall, SVPCC, Heytesbury & Sutton Veny Cricket Club and Wiltshire Air Ambulance.
2470. Matters raised for discussion only
Cllr Lusty raised the issue of dog waste in Bests Lane.
Cllr Walker reported that Horses First Racing is leaving the village.
Cllr Morris suggested that the Parish Council should determine if or where there could be pieces of land available for potential development.
